For undergraduate courses as a supplemental text in Introduction to American Politics courses; and appropriate for upper-level courses in Comparative Electoral Systems with a focus on Campaigns and Elections.

This text offers a general, chapter-by-chapter discussion of a wide range of political reforms by encouraging students to consider how the American political system would be different if various reforms were adopted. Advocating a wide menu of proposals and weighing their good and bad effects, this text does not attempt exhaustive analysis of a single topic. Rather, it offers general, single-chapter introductions to each issue. It examines some of the most important rules that shape America's electoral landscape, assembling the best evidence available to anticipate what would happen if certain rules were changed.

  • A “Macro” view of election-related issues.
    • Teaches students to think critically about how election results are structured by rules that define how elections are conducted.

  • Explicit comparisons—Includes comparisons between the United States and other nations.
    • Gives students the ability to see that there are alternatives to the status quo U.S. electoral system that are used in the “real world.”

  • Not value neutral—Starts with an assumption that something is seriously wrong with America's electoral process.
    • Provides students with an opinion that most Americans share.

  • Analysis of effects of reforms—Does not advocate specific reforms, but rather analyzes the effects of these reforms.
    • Exposes students to what can be learned from social science, without getting bogged down in details of statistics and methods.

  • Topical coverage of elections—Maintains its currency by focusing on the very recent elections in the United States.
    • Gives students a “handbook” that they can refer to for years.
